Submission To Council

The submission for closure was done in February 2023. City of Tshwane had the strike for over 3 months during this period. We received feedback in February 2024 that changes needed to be made to the application. Took 4 months to get agreement from council on changes – which were handed in June 2024. Eldo Urban’s application was on the SLDT July 2025 agenda to be discussed for approval; awaiting feedback.

Thermal Cameras with Line Crossing on Perimeter

19 Cameras have been installed on the perimeter which are monitored 24 hours by Amax. The entire perimeter is monitored from the Old Johannesburg side up to Ruimte Road.

Fencing on Weavind Road

As part of the phased implementation process as we await permission from council, the Clearview fence was erected on Weavind ave. This has cut throughfare pedestrian traffic by up to 80%.

Cameras within Eldo Urban

Eldo Urban uses 7 CCTV cameras strategically placed throughout the neighbourhood to provide event-driven surveillance during critical hours of the night (23:00 – 5:00). 24/7-hour surveillance footage could be provided under discretion of Eldo Urban Committee as and when needed. Video Content Analytics (VCA) include the following: Line Crossing Detection, Intrusion Detection, Pedestrians Detection, Vehicle Detection, Camera Online & Camera Offline monitoring, Suspicious surveillance footage is communicated via WhatsApp group monitored by Copwatch, Monitor Net, ADT, CPF members, Eldo Urban residences where cameras are installed and committee members.

License Plate Recognition Cameras (LPR)

Eldo Urban installed Automatic number-plate recognition (ANPR)/ License plate recognition (LPR) cameras at the main entrance Frederik/Martha and Van der Merwe/Henry to identify any vehicle of interest. These cameras are linked to an existing database shared by relevant security cameras to track any stolen or suspicious vehicles. Monitornet is sponsoring the monthly fee of the 1 camera – thank you Monitornet!

Virtual Boom Off Rising

Why a Virtual Boom Off?
No feedback from SLDT/Tshwane on our Gated Community application; therefore continuing to secure (virtually) our community.
-The Virtual Boom-Off system revolutionizes vehicle and pedestrian access by replacing traditional boom gates with cutting-edge technology.
-Using Automatic Number Plate Recognition (ANPR), CCTV cameras, and Facial Recognition, it delivers a seamless, secure, and contactless entry experience.

Benefits:
1. Capturing License Plate information of vehicles and Drivers Facial recognition to create a White List of residents entering the neighbourhood.
2. Capture pedestrians as they enter so we can also have a list of people/ database of people entering the neighbourhood on a regular basis.
The “virtual access” will be enforced using a database where we can identify residents from non residents to ensure we are pro-active in crime prevention.

A Virtual System does not replace an Actual Boom off but rather augments it, with all equipment being utilised once the actual boom off happens.

With a Virtual Boom off, we have all exits and entrances to the Eldo Urban community covered 24/7 with cameras. After installing the License Plate Recognition (LPR) cameras at the two roads leading in and out of Eldo Urban, traffic into the area will be monitored by cameras that can pick up suspicious vehicles. A weak link now is the outside perimeter which we have already covered at around 30%. In the next few months we will thus proceed to cover the rest of the outside while waiting on Tshwane’s approval for the physical booms. This will greatly enhance our community’s safety at times of low activity, as it’s easier to spot a car, person or event that looks suspicious. Although a virtual boom is not 100% bullet proof, it will bring a great addition to the monitoring of the area.
